Even though they were both upgraded it was pointing to an old version of NTA. I stopped all services reinstalled upgrades and then started the link back to the database. Sorry, I was not getting updates on this until yesterday. I can't say exact steps, because I have forgotten, but I do know that I had to stop all services and re-apply the update.
