The Alert in discussion was triggered because the trigger condition - VolumeResponding is equal to N - was met. However, the web console showed an 'Up' status for the volume as shown in your screenshot. The suggested SQL trigger will change status of the volume to Down when the VolumeResponding is equal to N (the highlighted portion of the screenshot will show red)
