You can provide more granular control by setting up the "Upload" event at the user or group levels. For example, use separate Serv-U users to categorize your districts and then add an event to each one that fires an email to the district it represents.

Setup multiple events that act on the "Upload Complete" trigger and configure each one to only fire based on a unique "Event Filter". I'm not sure if this would work in your case, but it may be useful if you can't use multiple user accounts.
